The Veterinary Practice Act 2026 (opens in new tab)will be implemented in phases starting with the formation of the Veterinary Council. Existing veterinarians will be transitioned to the new registration framework in 2027. Until the registration framework commences, the Animal and Veterinary Service (AVS), a cluster of NParks, will continue to license veterinarians and handle complaints.

AVS continues to assess complaints about veterinary professional conduct. The complaints and disciplinary framework under the Veterinary Practice Act is expected to be introduced in phases from 2027. Until then, complaints should continue to be submitted to AVS. More information is available on AVS website (opens in new tab).

Introduction of the Disciplinary Framework

Complaints about professional conduct and the quality of veterinary services in Singapore will be heard by committees appointed by the SVC, with appeals directed to the Minister for National Development or the High Court.

Key roles & responsibilities

Singapore Veterinary Council:

  • Receives recommendations from the Registrar and Committees to decide on the referrals and outcomes.​

Registrar:

  • Reviews every disciplinary case for sufficient merit and provides recommendation to SVC.

Main committee bodies

Complaints Assessment Committee (CAC)

  • Default committee for ordinary complaints

  • Provision of outcomes through advisories, warnings, education, mediation or referral to the Disciplinary Committee

Disciplinary Committee (DC)

  • Reserved for serious matters only

  • Ability to cancel or suspend a veterinarian's registration and subject a veterinarian to certain practising conditions and impose a penalty of up to $50,000

Interim Orders Committee (IOC)

  • May suspend or restrict registration of veterinarians on an interim basis in the interest of animal health and welfare and/or public safety
